Almost all the Elk we saw were in or near the Elk Refuge just outside Jackson Hole. Here food is put out for the Elk as much of their traditional winter feeding ground has been fenced for ranching. There were about 6ooo Elk on the refuge when we visited in February. A trip out to get close views of the Elk in a horse drawn sledge is well worth the $16 fee.
